Design and implementation of a digital business support system for local enterprises: From training to execution

This study presents a collaborative model between universities, e-commerce platforms (TikTok, Shopee), and local governments to promote digital transformation among SMEs in Vietnam. The model was piloted with the University of Information and Communication Technology (ICTU), supporting 100 SMEs over 3 months. Using the Design Science Research (DSR) methodology, a structured training and support system was developed, combining platform-specific technical training, digital content creation, and e-commerce operations. The result shows 83% of businesses improved digital skills, 68% experienced increased online engagement, and 42% recorded growth in online revenue. The program's effectiveness is reflected through a three-phase process: needs assessment and capacity segmentation; hands-on training with platform experts and student mentors; post-training support and performance monitoring. A unique feature of the model is the integration of university students as digital enablers, bridging the digital divide for micro-enterprises. Data from pre- and post-training surveys, platform metrics, and SME interviews validate the model's impact. The study contributes to digital inclusion literature by demonstrating a replicable, cost-effective approach to capacity building. It also highlights the strategic role of higher education institutions in fostering public-private-academic innovation ecosystems, especially in emerging economies.
